Architects - Who and Why
ARCHITECTS
No, Architects typically do not carry a hammer or build buildings today, but yes, they do make the construction process easier and more complete for their clients, who typically are individuals and businesses that wish to construct or modify buildings.
THE PRACTICE OF ARCHITECTURE
California law defines architectural practice as the planning of sites and the design, in whole or in part, of buildings or groups of buildings and structures. The person who uses the title of architect or advertises to provide architectural services in California, must be licensed as an architect by the California Architectural Board. To obtain the license, an architect must demonstrate competence by passing the state examination after eight years of education and experience. (Paul Bessières, AIA - California license no. C 5245)
SELECTING AN ARCHITECT
Prior to selecting an architect, you need to develop the basic criteria of your project and provide it to the architect you have selected. These basic criteria should include, but not necessarily be limited to:
- the services you expect the architect to perform
- the size, appearance, and functional requirements of your building, ie. "your dream"
- what you intend to spend for construction
- how the project will be financed and, if known, by whom
- anticipated starting and completion dates of your project
- how you intend to construct the project
YOUR QUESTIONS FOR AN ARCHITECT
You should request information on qualifications and experience and have a personal interview, since you will be working together as the basis of your project team. Compatibility and shared values are as important as is the understanding of your project. Questions to ask include:
- Do you have a valid California architect's license?
- How long have you been in business?
- Do you carry E & O insurance?
- How do you establish your fees for basic as well as additional services and reimbursable expenses? If consultants (civil, geotechnical, testing and inspection, etc.) are necessary, are their fees included in your basic fee?
- What additional costs (e.g., permit and other governmental fees) or services (e.g., time spent obtaining necessary permits and other approvals) do you anticipate for my project?
- Will there be a charge for redesign if it is necessary to meet the construction budget?
- Will you provide probable construction cost estimates for my project?
- Illustrate how your value judgments are expressed in your practice
- Can a balance be achieved between the potential ethereal wonder of architectural mystery and wow with realistic functionality and budgets?
TYPICAL SERVICES THAT AN ARCHITECT PROVIDS CAN INCLUDE
- Review of the site, building and furnishings
- Program development
- Schematic design alternates
- Team consultant recommendations and coordination of their work throughout the project as your representative, to insure that integrity of your vision and goals are maintained.
- Design development of the approved schematic design, including interiors and accessorizing
- Develop the Construction Documents — working drawings and specifications — necessary for permits, bids and construction
- Coordinate the bid process and navigate the project through the typical maze of approvals
- Review and coordinate lease agreements and general contractor contracts
- Observe and review the general contractor's work during construction, resolve questions and issue Change Orders; verify that the owner is getting what he signed for, approve requests for payments, establish the punch lists, and coordinate the final Certificate of Occupancy*
- Select finishes, furniture, and accessories, and coordinate the move in process.
- Coordinate Building Commissioning and post move-in reviews

Unless you are experienced in construction, you probably should not attempt to build your structure. Construction should be performed by a properly licensed and experienced building contractor. Because construction is complex and technical, misunderstandings (over costs, schedules and quality of work) can arise between the owner and contractor. The architect serves as the ombudsman as, by law, he is the only person qualified to interpret his drawings and specifications.

- Commodity - Does the space meet the programmed functional and budgetary goals?
